PREAMBLE

“Chennai Metropolitan Water Supply and Sewerage Board” (CMWSSB) established in 1978 is maintaining the Water Supply and Sewerage system within Greater Chennai Corporation Area. CMWSSB’s Mission is to enhance the health and quality of life for citizens in Chennai City by providing them adequate supply of clean and good quality of water and safe disposal of sewage/waste. CMWSSB is also supplying drinking water as bulk supply to the adjacent Local Bodies.

The CMWSSB is currently operating its services through 15 Area Offices and 200 Depot Offices.

CHENNAI CITY WATER SUPPLY AND SEWERAGE SYSTEM

WATER SUPPLY

The Chennai City Water Supply mainly depends on Surface water sources and Ground water sources. The Surface water sources are Poondi, Cholavaram, Redhills, Chembarambakkam, Kannankottai – Thervoy Kandigai and distance source Veeranam reservoirs. Water drawn from the reservoirs are being treated at the following Water Treatments and distributed to the city through organized network.

CMWSSB is drawing about 100 MLD of water from the Desalination Plants located at Minjur from 31.07.2010 and another 100 MLD of desal water at Nemmeli from 22.02.2013. Further, one more desalination plant of 150 MLD capacity is under construction in Nemmeli and is expected to be commissioned by 2023.

Krishna water is being received for Chennai city from Kandaleru reservoir situated in Andra Pradesh under Telugu Ganga Project. As per Krishna water agreement, Tamil Nadu should receive totally 12 TMC of water per annum as follows

From 01.07.2021 to 30.06.2022, 7.157 TMC of water have been received from Krishna water source.

The Ground water sources are availed from the Well Fields in Poondi, Tamaraipakkam, Flood Plains, Minjur, Kannigaiper, Paravanar and Gadilam river beds in Cuddalore district.

Water is drawn from Neyveli mines and also from various abandoned quarries situated at Sikkarayapuram near Chembarambakkam.

Chennai Metropolitan Water Supply & Sewerage Board is supplying the Treated water to Chennai City and also to part of adjacent urbanised areas like Avadi, Anakaputhur, Cantonment, Cowl Bazaar, Munavoor, Pallavaram, Pammal,Pozhichalur, New Colony, Radha Nagar as bulk supply. Internal distribution is done by the respective Local Bodies. Further, water is supplied to Industries located at North Chennai.

SEWERAGE

The sewage generated in Chennai city is collected through the net work of sewage collection system of 4093 Km Sewer Mains which is pumped through 321 Sewage Pumping Stations in the City to the sewage treatment plants with a total capacity of 776 MLD located at 5 places of the City as follows for treatment and disposal.

The entire city water supply and sewerage network is being maintained by 15 Area Engineers in the rank of Executive Engineer with the required supporting staff.

The product water from the two nos. of Tertiary Treatment Reverse Osmosis (TTRO) Plants of 45 MLD capacity at Koyambedu & Kodungaiyur are being supplied to the SIPCOT Industries in Irungattukottai, Sriperumbudur and Oragadam and Industries in Manali – Ennore Corridor & Manali – Minjur Corridor, North Chennai.

COMPLAINT REDRESSAL

CMWSSB is maintaining a Central Complaint Cell with contact nos. 044 - 45674567 with 20 nos of lines which is functioning 24 hours at Head Office located at No.1, Pumping Station Road, Chintadripet, Chennai – 600 002 to receive the complaints from the public and convey to the respective locations for rectifying the same. The 15 nos. of Area Offices and the 200 Depot Offices are also receiving complaints at their Offices located in the City and the complaints are redressed.

ONLINE BOOKING AND CENTRALISED BOOKING OF WATER TANKER LORRIES AND SEWER LORRIES FOR SEPTIC TANK CLEARANCE

“DFW 2.0” – Dial For Water 2.0 has launched by Chennai Metro Water due to increase in the demand and increased bookings of water tanker lorries for the general public and water is being supplied with in 48 hrs. Similarly for septic tank clearance, hired sewer lorries are being utilized for clearance of septic tank at affordable rates. CMWSSB has provided the following services:

MONSOON PREPAREDNESS

ARRANGEMENTS FOR 24 HOURS MONITORING

From 01.10.2022, during the monsoon period, to meet the contingencies arising, the Head Office complaint Cell is working round the clock with 20 nos of lines. The 15 Area Offices will also be functioning to receive the complaints from the public and convey the message to the respective locations to attend the same. Water Treatment Plants, Water Distribution Stations, Sewage Pumping Stations and Sewage Treatment Plants are functioning round the clock with the required technical and non-technical staff.

The details of contact Nos. of Head Office, Area Offices, Water Treatment Plants, Water Distribution Stations, Sewage Pumping Stations and Sewage Treatment Plant are furnished in the following pages.

1. ARRANGEMENTS MADE IN WATER TREATMENT PLANTS
 
⚘ Water quality will be monitored intensively in the Process Control Lab by the Water Analyst in Water Treatment Plant and advice the treatment plant staff for the dosage of chemicals as well as chlorination to maintain the required quality of treated water. The Chemist will arrange for Testing the Quality three times a day with his staff. Executive Engineer - RO I will arrange for Filter Operators, Electricians & Electrical Operators to be available round the clock for smooth operation of the Water Treatment Plant at Kilpauk. Executive Engineer - RO II, Executive Engineer (530 MLD) and Executive Engineer (Veeranam) will ensure the testing of Quality of water by the Lab Technician, the operation of the plant with sufficient operating staff etc. in Puzhal Water Treatment Plant (300 MLD) near Red Hills lake, Surapet (14 MLD), 530 MLD Water Treatment Plant at Chembarambakkam and 180 MLD Water Treatment Plant at Vadakutthu near Veeranam lake respectively.
⚘ Executive Engineer - RO I / Executive Engineer – RO II / Executive Engineer 530 MLD) / Executive Engineer (Veeranam) will make arrangement to have adequate stock of bleaching powder / hypochlorite solution, and other chemicals like alum, lime, chlorine etc. at least for one month during monsoon period. They will also ensure the availability / working of Diesel Generator sets with adequate stock of diesel for the operation of the Water Treatment Plant during monsoon period without any disruption in case of power failure.
⚘ Superintending Engineer (Water Treatment & Transmission) will be the coordinating officer who will liaise with Inventory Control Manager / Purchase Manager to ensure the availability of sufficient quantity of chemicals in all the Water Treatment Plants.
2. ARRANGEMENTS MADE IN WATER DISTRIBUTION STATIONS
 
⚘ Water quality will be monitored intensively by the Head Works Engineer / Deputy Area Engineer (Electrical) and advice the Depot staff for spot chlorination to maintain the required quality of water.
⚘ Head Works Engineer / Deputy Area Engineer (Electrical) will make arrangement to have adequate stock of bleaching powder/ hypochlorite solution in their Water Distribution Stations, sub Head Works / Automatic chlorination points during monsoon period. Chemical stock shall be made available at least for one month period. They will also ensure the availability/working of Diesel Generator set with adequate stock of diesel for the operation of Water Distribution Station.
⚘ In the flood affected area, if sewage / rainwater is mixed with water through the hand pumps or broken pipe, the supply will be stopped by closing the valve or disjointing the pipe line in that area and supply will be made through Tanker lorries.
3. MONITORING / MAINTAINING QUALITY IN THE DISTRIBUTION NETWORK
 
⚘ Area Engineers will have joint inspections every 1st and 3rd week with the Assistant Health Officers of Greater Chennai Corporation and conduct joint meetings every 2nd and 4th week, for monitoring quality of water and to advice the depot staff in maintaining the quality of water.
⚘ Subsequently the report on the above observations will be sent to Quality Assurance Wing and C. E. (O & M) – I.
⚘ All the automatic chlorination units will be kept in working condition.
⚘ Each Deputy Area Engineer shall check Residual Chlorine Level in the distribution system at least in 10 locations daily.
4. ARRANGEMENTS MADE IN SEWAGE PUMPING STATIONS:
 
⚘ All the sewage pumping units including the spare unit will be kept in working condition.
⚘ Deputy Area Engineer (Electrical) will see that the Pumping Stations are adequately run without any break down.
⚘ Maximum Flood Level (MFL) of the previous period will be marked visibly.
⚘ The Sewage Pumping Station, the Panel Boards, the DG sets shall be approachable at all time.
⚘ Necessary protection will be made to prevent entry of flood water into the Pumping Station.
⚘ The generators available will be in working condition and it is the responsibility of the Deputy Area Engineer (Electrical) to see that all the machineries are kept in working conditions. Batteries will be checked and kept in proper condition daily.
⚘ Adequate Stock of diesel (not less than 200 litres) to run the diesel pump or Generator will be kept ready
⚘ In case of non-availability of Generators, Deputy Area Engineer (Electrical) will make a tie-up arrangement for hiring of generators on immediate basis for any emergency if needed.
⚘ The name, address, phone number and cell phone numbers of the hired generator suppliers in case of requirement of hired generators will be displayed in the pumping station.
⚘ Minimum 100 Nos. of sandbags will be stocked in each of the Pumping Stations to prevent rain water entering into pumping station.
⚘ Operating valves in the wells and pump room will be kept in good working condition.
⚘ The screen and suction wells will be kept free from obstruction and grit.
⚘ The Dewatering outlet pipe provided from the pump pit to the suction well will be closed with proper valve to avoid entry of water into the pump pit.
⚘ Lifting devices (Crane, chain pulley block) will be made available in the pumping stations in good working condition.
⚘ In case of privately maintained pumping stations, the contractors will keep their staff ready to meet any situation so as to attend emergency work like lifting of motor, pump set etc.
⚘ Deputy Area Engineers, Depot Engineers and Deputy Area Engineers (Electrical) will contact Area Engineer every day and inform the functioning of Sewage Pumping Stations and its performance.
⚘ Safety equipments such as Gas Mask, Safety belt, ropes etc. will be kept ready in the Sewage Pumping Stations in good condition.
⚘ The phone nos. of Relay Pumping Stations, Terminal Pumping Station, TNEB officers and break down centre will be made available in the Pumping Stations.
5. ARRANGEMENTS MADE IN SEWAGE TREATMENT PLANTS
 
⚘ All the pumping units including the spare unit will be kept in working condition.
⚘ Plant Engineer will see that the Treatment Plants are adequately run throughout the day without any break down.
⚘ Maximum Flood Level (MFL) of the previous period will be marked visibly.
⚘ The generators available will be in working condition and it is the responsibility of the Plant Engineer to see that all the machineries are kept in working conditions. Batteries will be checked and kept in proper condition daily.
⚘ Adequate Stock of diesel (not less than 200 litres) to run the diesel pump or Generator will be kept ready.
⚘ The generators available will be in working condition and it is the responsibility of the Deputy Area Engineer (Electrical) to see that all the machineries are kept in working conditions. Batteries will be checked and kept in proper condition daily.
⚘ Adequate Stock of diesel (not less than 200 litres) to run the diesel pump or Generator will be kept ready
⚘ In case of non availability or inadequate capacity of generators, Plant Engineer will make arrangement for hiring of generators for any emergency if needed.
⚘ The name, address, phone number and cell phone numbers of the generator suppliers in case of hired generators will be displayed in the Treatment Plant.
⚘ Operating valves in the wells and pump room will be kept in good working condition.
⚘ Lifting devices (Crane, Chain pulleys block) will be made available in the Treatment Plants.
⚘ In case of privately maintained Treatment Plants, the contractors will keep their staff ready to meet any situation such as to attend emergency work like lifting of motor, pump set etc.
⚘ Plant Engineers and Executive Engineer (STP)s will contact the controlling Superintending Engineer and Chief Engineer every day and inform the functioning of sewage Treatment Plants and its performance.
⚘ Safety equipments such as Gas Mask, Safety belt, ropes etc. will be kept in the Sewage Treatment Plants in good condition.
⚘ The phone nos. of Relay Pumping Stations, Terminal Pumping Stations, TNEB officers and break down centers will be made available in the Sewage Treatment Plants.
⚘ At least one month requirement of Chemicals needed for the Sewage Treatment Plants for the Lab Testing and Treatment Process shall be kept ready.
6. ARRANGEMENTS MADE IN AREA OFFICES / DEPOT OFFICES
 
⚘ All the Depot Engineers, DAEs shall be available in their respective offices from 8.30 a.m. without fail and their movement shall be entered in the Movement Register and further they will be always available in their cell phones.
⚘ Area Engineers will see that the Deputy Area Engineers & Depot Engineers are available at any site within 15 minutes of call for attending emergency works.
⚘ Deputy Area Engineers and Depot Engineers will go round the Depots, Areas daily particularly in the chronic sewer streets and flood prone areas to verify any surcharge of sewage and blockage of sewage and remove the same, then and there to avoid delay in clearing of blockage.
⚘ All the personnel including Area Engineers will be available on Mobile phone for any emergency calls at any point of time.
⚘ The sewer cleaning equipments such as Jet Rodding Machines, Desilting machines and Super suckers will be kept ready in the locations of the respective Area jurisdiction with Drivers. The names of the Drivers and vehicle nos. on duty are to be available with the Area Engineer.
⚘ Staff in the cadre of Junior Accounts Officer / Accounts Officer will be posted during night hours and holidays for manning the wireless and phones to receive and communicate the complaints. During working days the regular staff will be manning the wireless and phones. The names of persons on duty will be furnished. The staff will be available on phone/wireless for 24 hours on shift basis in the Area Office so as to receive and convey the important messages.
⚘ Missing machinehole doors if any will be replaced immediately. Minimum number of machinehole doors will be kept in the depot Offices at any point of time.
⚘ The entry of rainwater directly into the machineholes by damaging the same during monsoon will not be allowed. Opening of machineholes to dispose rain water either by Corporation Officials/ Highways or by public should be prevented.
⚘ The pits excavated for attending any repairs by CMWSSB will be closed immediately.
⚘ Trench for the execution of any work, it will be provided with proper barricading, flickering lamps, danger lights etc. for the guidance of the public including watch & ward. After the pipe laying work in the trench is completed for the water supply / sewerage scheme, refilling/ restoration is done with the earth up to the road level. The Depot Engineer has to monitor these places daily during the monsoon period, if there is any subsidence in the refilled / restored portion; the same may be reported to the concerned execution wing / contractor to restore it to the ground level so that it does not have any hindrance for the movement of traffic.
⚘ Residual Chlorine level will be monitored daily by the Depot Engineers and DAEs at least in 10 locations in a Depot per day besides the samples taken by the Quality Assurance Wing staff and to take appropriate action to maintain the quality of water. The Depot Engineer is to make arrangements to have adequate stock of bleaching power, Hypo Chloride solution, in their depot before the monsoon period. The Depot Engineer should also ensure that Chloroscope kit is in good condition and there is sufficient quantity of Ortho-Tolidine solution for testing the water for the presence of Residual chlorine level.
⚘ The Area Engineers shall arrange for public awareness campaign for using chlorine tablets in drinking water during monsoon period.
⚘ The Area Engineers shall arrange water supply to relief centre / cooking centre/community centre organized by G.C.C. in coordination with respective Corporation Zonal Officers.
⚘ Any pollution complaints will be attended immediately. If unable to attend immediately, the system will be segregated and mobile water supply will be arranged to that locations / street.
⚘ If any major leak, burst occurs, valves will be closed properly in the system to avoid entry of contaminated water.
⚘ Any field work to attend to repair should be done with adequate precaution to segregate the area of work with corrugated barricading, erect appropriate warning signals, use safety devices and after completing the work restore the surface properly.
⚘ The field staff should be on constant vigil to ensure water supply for the day has been properly & promptly done to all the streets within their jurisdiction. If needed they should take proper steps to maintain the supply.
⚘ The list of Acute Diarrhoeal Disease (ADD) cases admitted in Communicable Diseases (CD) hospital is to be collected daily and the location is to be inspected by the Depot Engineer. The sanitary report for this is to be furnished on the same day through the Area Engineer.
7. ROLE OF QUALITY ASSURANCE WING

The Quality Assurance Wing shall collect double the number of samples in the distribution system during the Monsoon period than the number of samples collected during normal period and check the quality of water. Also to advice the field staff to maintain the required Residual Chlorine level at the supply point and ensure that the required quality is maintained.

The Quality Assurance Wing is to utilise effectively the Mobile Lab to monitor the quality and also to attend the pollution complaints. The locations where pollution complaints are received shall be visited by the Quality Assurance Wing staff and advice the field staff to rectify the defects.
